Mercell

Overview: Oslo-based European public procurement and e-tendering platform (founded 1999), serving 800,000+ users, including 5,000+ public entities and 400,000+ active suppliers. Taken private by Thoma Bravo in August 2022. Grew through acquisitions (EU-Supply, Cloudia, Negometrix) and launched its next-gen Mercell Tendering platform in September 2024. Two-sided model: e-tendering for public buyers and tender discovery/bidding tools for suppliers. Strongest in the Nordics, Netherlands and UK.


1. Deployment models Cloud-only SaaS. Customer data is hosted in AWS data centers in the EU (UK/EEA for the UK service). No on-premise option is publicly offered.

2. Data model — unified or modular/siloed Modular, but moving toward a single platform. Mercell Tendering is sold as modules (Procurement Planning, Sourcing & Tendering, Below-Threshold Sourcing, CLM, SRM, Spend Analysis) on a stated common data model. Legacy platforms from acquisitions (TendSign, EU-Supply, Negometrix, Cloudia) still run in some markets, so the experience is not yet fully unified across countries.

3. Technology stack Cloud-native SaaS on AWS. The AI layer uses NLP/semantic search for tender summarisation and matching. Further stack details are not publicly disclosed.

4. Uptime/SLA guarantees The UK G-Cloud listing states a minimum SLA of 98% during working hours, with 99.8% achieved in recent years. Certified to ISO 27001, ISO 27701, SOC 2 and BSI C5, with a public trust portal (trust.mercell.com). Other SLA terms are set per contract.


5. AI/ML capabilities — native vs bolted on Embedded, but narrow. AI features are built into Mercell Tendering and Bidding. They focus on reading documents and finding opportunities rather than automating procurement decisions. Rollout varies by country: the first wave covered Norway, Sweden, Finland and the Netherlands.

6. Generative AI support Yes, mainly on the supplier side:

  • Tender Summarisation: condenses 50+ page tender documents into a one-page summary.
  • AI Bid Assistance (paid add-on, about €57/month): the “AI Bid Buddy” answers questions about tender requirements, and AI checks each tender against company criteria for go/no-go decisions.
  • AI Budgets (Finland and Norway): scans municipal budgets and assigns CPV codes to flag spending before tenders are published.

7. Agentic/autonomous workflow layer No publicly announced agentic layer. The AI assists users and keeps humans in control of bid and award decisions. No agent products have been disclosed.

8. AI in supplier/vendor evaluation and scoring Limited on the buyer side. Tender evaluation uses configurable, rule-based scoring that follows procurement law. AI scoring is aimed at suppliers judging tenders, not at buyers judging suppliers.

9. Predictive analytics Market Intelligence dashboards (2025) track expiring contracts, contract awards and threshold values. “Sales Leads” and AI Budgets predict upcoming tenders. Buyer-side spend analytics connect to BI tools. There is no disclosed predictive risk or demand forecasting.

10. AI feature update frequency and public roadmap Monthly “What’s new” release notes on the Mercell Community for Tendering and Bidding. Major AI launches came in 2025: AI Supplier Support Services, Better Tender Matching and AI Bid Assistance. No detailed public roadmap has been published.


11. ERP and financial system integrations Spend Analysis cites ERP integration to bring invoice data into tender and contract analytics, and data can be exported to BI platforms. No catalogue of pre-built connectors to SAP, Oracle, Dynamics or others has been published. Mercell is not an ERP-side P2P system.

12. Open API Not well documented publicly. The UK G-Cloud e-Tendering listing states “API: No”. Integrations are handled per project, and no public developer portal is available.

13. SSO and identity/auth standards SAML 2.0 SSO, including IdP-initiated SSO and just-in-time provisioning (there is a Microsoft Entra ID tutorial), plus 2FA. Contract signing uses eIDAS-compliant e-signatures, with integrations such as Addo Sign.

14. Pre-built connectors to supplier networks or third-party data providers Access to a stated network of 8.5M+ vetted suppliers. Notices are published to TED (EU eForms) and national portals such as Find a Tender (UK), Doffin and others. Mercell is part of the Interproc eForms consortium and supports the ESPD service, moving to ESPD 3.0.

15. RFx types supported Full public-sector lifecycle: eNotice, eSourcing, eTendering, eAwarding, eAuction and eContract. It supports open, restricted and negotiated procedures, below-threshold/quick quotes, Dynamic Purchasing Systems and UK Dynamic Markets/Open Frameworks, plus Structured Documents (2025).

16. Compliance and audit trail Core strength. Built for EU procurement directives, with eForms notices, ESPD, eIDAS signatures, and national rules including the UK Procurement Act 2023 (UK1–UK16 notices). Full audit trail across the tender process. GDPR-aligned EU hosting.

17. Configurability — custom workflows, scoring criteria, approval hierarchies Configurable procurement templates, evaluation criteria and weightings, departments with visibility controls, and structured questionnaires. Workflows stay within the limits of the legal procedure types, so they are less flexible than general-purpose no-code tools.


18. Known gaps and limitations

  • Covers source-to-contract only: no native requisitioning, purchase orders, invoice processing or payments. Intake-to-pay coverage depends on the buyer’s ERP.
  • Weak public integration story: no public API documentation or developer portal (the G-Cloud listing states “API: No”), and no named ERP connectors.
  • Fragmented legacy estate from acquisitions: features and AI availability differ by country during the move to Mercell Tendering.
  • AI is mostly supplier-side (summaries, matching, bid help). Buyer-side GenAI and agentic capabilities are behind S2P leaders.
  • Focused on the public sector: less suited to complex private-sector or direct procurement (advanced sourcing optimisation, supply chain risk).
  • Very few independent reviews (about 3 on Capterra, rated 4.7). Reviewers call the structure “complex” because of its breadth. G2 and Gartner Peer Insights coverage is minimal.
  • New CEO (Miguel Sobral, ex-VORTAL) under Thoma Bravo ownership: roadmap priorities are still emerging.
